HPGL help

I have an old HP Draftpro EXL plotter that I am attempting to use
with Windows 98. I have searched and searched for a CAD program that
will generate HPGL plot files (not HPGL/2) or a conversion program
that will generate them from DXF or DWG files, and have been unable
to find anything. Can anyone here help me?
