I mounted a Sherline mill to a surface plate. Very solid and stable.
I used a common concrete carbide drill, and then added threaded anchors. I
set them, and then flowed epoxy around them, very stable. Just be sure to keep
the threads clean, although you can easily hand drill them and clean out the
threads with a tap.
I then draw filed the top of the plate to be sure there was no part of the
anchors sticking proud.
