I was thinking of using an enclosed plywood box with a plexiglass
front. It would have on each side furnace forced air filters with
muffin fans to move the air. I believe this would do the trick of
keeping the electronics clean, cool and within budget.
The best way to prevent dust in an electronics enclosure is to over pressurize it. Have one well filtered fan pumping air into the plywood box, and a small (~2") exhaust outlet.
Build a manometer with a piece of clear plastic tubing. Bend it into a U shape with one end open to the inside of the box, and the other end vented to the outside (room side) of the box.
Put a few inches of water in the bottom of the tube, and mark the water level on both legs of tubing.
When your system is operating properly, the water column on the side vented to the outside will be higher than the inside side. As long as you maintain this differential, you will never get a speck of dust inside!
For the keyboard, you can either go the route you said, or watch the surplus sites or ebay auctions for a membrane keyboard (not a membrane switch keyboard, a membrane keyboard - which is flush front, smooth plastic)
