Yes, that is certainly a problem. If the wires are not accessible
anywhere else
after you pull the cover off the motor, you really can't do much with it.
If you only have 3 wires, you can't switch it between Wye and Delta.

Now I'm confused. You say you have only 3 wires. And, no, the 9-wire
motor is star (wye) all the time, because of the buried star connection of
one of the winding halves. You need a 12-wire motor to get both high/low
and delta/star connections. (A 6-wire motor can be set for delta or wye,
which gives a 1.73:1 voltage ratio. The series/parallel setup on 9-wire
motors gives a 2:1 voltage ratio.)
