Its just an eloctorliser of water into H2 and 0, the resulting hydrogen and
Oxygen are fed to what is in effect a oxy-fule cutting torch ... the H2+O
recombination provides the pre-heat.

I'm not entirely sure why it should be any 'cooler' than a normal oxy-fuel
process when cutting thick metal. Its just metal burning in Oxygen ... as it
always is ...
