steppers have no torque/resistance until a "move" command is issued??

I just wired up my Shoptask with some G201's and 23 sized motors.
With the motors on the bench, I noticed that as soon as I power up the
powersupply and Gecko's, I can twist the shaft of the motors with my
fingers. Once I issue a command and move the motor any amount, it
seems to energize and now it'll have "locking" or stationary torque.
Is this normal or should the steppers immediately energize at initial
powerup???
