There would be too much heat input from a wire feed welder
depositing material like that; I believe the part would warp as it
was being built and it would not be very accurate. Laser sintering
works well because the laser not only has an extremely high energy
density (small focused but intense heat), but the area it sinters is
very small and can be controlled very finely. Not to say that
somehow this all couldn't be overcome if you really wanted to do
it...
