Correct , that "ideal" RPM is the sychronous speed, IF the motor was
locked in on the supply frequency. "SLIP" is the reason that the
speed on the name plate is less than sychronous speed. Different
motors have different "slip" based on magnetic gap and iron
properties. AC motors are not meant to give you exact speeds.
