Probably, if you set both of these side-by-side, connected to the same mains,
they would spin at the SAME RPM. Perhaps---a "blind guess"---with equal and
significant loads, the latter might run JUST-slower, as the specs indicate,
but I'm GUESSING they would be the same, and the difference is that one is rated
by U.S. criteria, while the other (IEC, didn't you say?) is rated by E.C.
criteria, which is about as logical as rating the reliability of machinery based
upon the exchage-rate of the Euro at the moment! In other words, I have NO
clue! I have NO idea why you guess one would be better suited for a mill, and
the other for a lathe. It would be MY guess that it makes NO difference at
all, other than pure-chance!
