I would wager "servo". The properties on the nameplate -- stall torque, MAX RPM at a given voltage, are definitely servo and not stepper specs.
It also looks like your servos have tachometer feedback. The tachs put out 7 volts per 1000 RPM.
The tach feedback isn't compatible with some hobby-style drivers -- specifically the Gecko and Rutex servo drives, which use position encoders for feedback.
