Handwheels on a CNC mill are totally not needed. The older CNC's were so hard to program that often times it was faster to just do some things manually. Nowadays that isn't the case. Just set the feedrate and jog with the directional keys. Mine has no handcranks and in two years of daily use I've not need a handcrank even once. I can't think of any circumstances where one would need to move an axis manually. Driving the knee for Z still leaves the quill free for tapping heads and sensitive drilling and reaming. Leaving them on is definitely dangerous especially if driving the knee, that lever would do some damage at 600 RPM.
