Whichever the builder wants.

Often the longest axis needs the most reinforcement ergo, is fixed.
The flying axis being shorter benifits from materials being stiffer
in short lenghts.

But cost of materials can inlufence that.

What if you were given a 6 ft x 4 ft table with 4 ft long mounts ?
