I don't know if the CAM part is 3D but DeskCNC (Fred just fainted)
might be your answer. Check it out at http://www.imsrv.com/deskcnc/

You will need a way to draw the 3D shapes (Rhino, Autocad, etc) but
you already probably know that.

For a two piece approach check out MACH2 (www.artofcnc.ca) and MeshCAM
(http://www.grzsoftware.com/). All of those are in your price range.
