Automation Direct's cheapest PLC line starts at $99 (D0-05DD) and has a
single 7khz pulse output.
You could also add a high speed counter module for $189 that can do a
20-25khz pulse output.
Don't know if you can use the 7khz and 20khz outputs at the same time,
though.
Programming software is $149 and a programming cable is $30.
For more $$, other PLC models/brands can be more capable/user-friendly...

Or use a microcontroller...??
