There are a couple of possibilities. Unless your meter is really
substandard,
it sure looks like you have the rectifier miswired, and are getting a lot of
AC sent out to the Gecko drives. That would blow the fuse, of course.
The Gecko drives should be drawing power straight off the main capacitor.
If you are putting heavy AC across the capacitor, that could actually be
quite dangerous. If there is any sign of it getting hot, stop immediately.
When these larger caps explode, the noise can be louder than a gunshot,
and the shrapnel can also be quite dangerous. (It also makes a bloody
mess!)
Do you read the 150 VAC directly across the capacitors terminals?

Reducing the capacitor value is not going to solve this problem.
