Martin, I just purchased software that is capable of converting photos
to vector graphics. The software is VS3D / VScad3 written by Daniel
Carr of Designs Computed. He has two tutorials that will walk you thru
the conversion process -

The second tutorial is capable of getting fairly good results even from
a very low resolution image ( like 100 dpi as used ).
