the sinker I have used does suck the fluid through the filters so it
is filtered first. It is common to have two pumps, one is the filter
pump one is the flushing. You have a three tank system, the work tank
overflows into the dirty tank, that oil is pumped through the filter
into a clean tank and then pumped through the electrode back into the
work tank.

The wire edm I have used is similar and they often let one tank
overflow into another, gravity helps out with a little filtering.
