You are still dealing with the removal of mass. You need
energy to do this. You also still have inertia. Whether you
are removing metal with a cold chiesel, a hacksaw, a cutting
torch, or whatever, you are prying small bits of metal away
from larger bits of metal.

I think a lot of what you are concerned about is more about
accuracy and finish than just the removal of metal. An Arc
Air will cut just about anything a plasma or EDM will cut. But,
the speed of the Arc Air will be faster than the EDM. The accuracy
and finish of the ARC Air will be pretty course.

So, how much metal do you want to remove?
How fast do you want to remove it?
What accuracy are you looking for?
What finish are you looking for?

You are talking about wire EDM and not sinker EDM???

There is a formual that relates surface area to amps. more amps
allows a larger surface area. more amps in a smaller area does not
offer any benifits.

At some point, you no longer spark, but arc and then the process is
lost.

An active circuit to charge and spark is desired. no reason why one
could not have 3 caps, each discharging in a round robbin fashion
while the others are being charged.
