Maybe a Taig spindle? They run at 10krpm but I think they're priced a
little better. Taig recently released an ER spindle so you might even
find a used one in the older style for cheaper if you can tolerate the
collets.

I really wouldn't expect to find too much suitable for a high speed
spindle cheaper than these though. Hand tools can be found that run
fast, but they're generally designed for big, strong bits where some
runout won't be noticed. The kind of precision required for running
delicate bits at high speed just isn't cheap.
