*sigh this was OT from the outset so I really didn't want to reply sigh*
There are two ways to do this, and both of them may be "right" depending
on what effect the original requestor really wanted.
If you just want to *see* dimensions in mm, you modify the measurement
scale in the dimension styles. You can also arrange to display
dimensions in both metric and imperial. If you do this, it only affects
dimension text as displayed on the drawing. When you enter coordinates
or distances via the keyboard, or if you use a command like LIST which
prints dimensions back at you, or if you are cracking a DXF file or
using scripting to examine or modify a drawing, all the numbers would
still be in inches. I really don't view this as "drawing in metric
units" personally.
If you truly want all the numbers you enter and see with commands like
LIST to be in (say) mm you must actually scale all the objects in the
drawing. You still have the option of modifying the dimension styles to
display in imperial or both units.
In either case you still have to modify the dimension styles or the
general unit attributes to display the values in decimal so that what
was 1'-1" displays as 330.2 and not 330'-2 13/32"
