In AutoCAD, the drawing is in "units".

When you dimension things, you do get to tell it what to call those
units.

But scaling the drawing by a factor of 25.4 will make something that was
"1 unit long" bigger. That same thing will now be "25.4 units long".

You can then tell your dimension style that it should use "mm" as the
unit.

There may be other ways to do this, but I think this is the simplest.
It's the way I do it(usually, I'm converting the other way-from a
drawing I have that is in "mm" and is 25.4 time too big when I insert it
into my drawing)

I use an old version of Autosketch (very baby autocad) and I just change
the
units from imperial to mm (menu item: custom / drawing settings /
units).
To carry out the suggestion below will reduce the drawing by a factor of

25.4 but it will still be imperial.
