if you run the motors at half the rated voltage they will draw half
the rated current and deliver half the rated torque even at low speed.

For the machine size you are looking at you might consider the Proxxon
KT150 compound table, it it well build and gives 5"Z5". The price is
reasonable and the 1mm lead means good resolution and lots of cutting
force even with small motors. You would then just need to add a z-axis.
