Is it a transformer supply, or a switch mode.
If it's a switch mode it will be 28V on and off load (assuming good load
reg)
Just be sure before you fry something.

In most cases if the ground wire is attached to the frame of the
transformer, then you would attach that ground lead to the machine's frame
or chassis.
