Microsoft doesn't include support for HPGL devices with Windows
NT4/2000/XP.
WinLINE is an efficient vector mode Windows system printer driver.
It works with Windows XP, 2000, NT4, 98 and Me.

Supported HPGL Pen Plotters include
HP DraftMaster I (7595A), HP DraftMaster II (7596A)
WinLINE's generic HPGL model support produces output using a subset of
HPGL commands which can be understood by the simplest HPGL import
processes and devices.

It probably isn't cheap, cause you have to buy it through a reseller,
and this is the only one in the states.
