The standands are so strict that vitrually nothing will pass, even
some molded plastics, solder connections, spring mechanisms, etc.
What is notable though is that there are hundreds of "exemptions" at
least in the EU and UK regulations. The UK exempts all car
electronics, boat electronics, "stationary industrial equipment",
replacement parts for existing non-exempt machines, PLC devices, and
the list goes on. IF someone was astute enough to decipher the laws,
then decide which agency is responsible for enforcement then determine
the course of action for a violation (varies by country) then they
could do the test required to see if the item passed.

It's obvious that the regulations are focused on volume producers of
consumer electronics (eg cell phones, MP3 players, stereos, etc) and
is more protectionist in nature than a move for ecology. If it were
not (protectionist) they would not have excluded things like lead-acid
batteries and nickle cadnium batteries. They were careful not to
regulate things that might cause them more discomfort or hassle.

California is another story. Who knows what goes though the minds of
California legislators!
