Hi Graham,
having worked in this field - i would say yes but if require a 3d cad models then the point cloud data needs to be manipulated which can be quit expensive.
If you need some further info drop me a line. I still have some contacts who could do the work for you. Including the scanning .
I used CopyCad by Delcam to convert laser scanned point clouds into 3d cad models, for Reverse Engineering, their are several other software packages that do this including several Cad packages (Solidworks 2007,Rhino to name a few).
Subject to viewing your pont cloud data and discussing your objectives - maybe i coudl help I still have some contacts.

of the way the data is it will be very hard to convert into a real 3D
model however if it were just printed in 3D much of the detail I am
not interested in would fall away.
