It also applies to desktops. It just seems to be ubiquitous on laptops.

Incidentally, I don't think the 64-second period is a spec anywhere, I'm
betting it's the overflow of a 16-bit counter counting 1000 Hz or 1024
Hz timer ticks or something like that.
