I've done this several times on industrial machines. Red Lion (and others) have simple counters that take quadrature inputs. A US Digital encoder with high resolution can be used with one of these to give direct readout in degrees or any other reading. Scale factor and decimal point can be easily programmed without external equipment. Check out their web site. All their extensive line along with application and programming info is there so you don't have to get the multi-pound catalog.
