They serve two different purposes: to do a good job you need both.
Keyways transmit torque, setscrews hold everything in place and keep
the pulley from sliding axially. The proper setup has a standard
keyway, as well as two setscrews, one directly over the keyway
(holding the key in place), and one 90 degrees to the keyway.
Preferably, the setscrews should bear on a flat cut on the shaft, and
not the round surface of the shaft, but often this is one too many to
ask.
