It may be a tach pulse. If so you can spin it by hand an read voltage
pulses across the wires.

In tread mill motors what are the two blue wires for? I think they
are either for a magnetic pichup for rpm or a temperature sensor but
am not sure. Anyone know what they are? I hate to take the motor
apart just to see.
