filled at sea level because the gage reads the difference between
atmospheric and bottle pressure, not absolute pressure. The design pressure
rating of the bottle is based on this differential pressure and must be
filled accordingly.
Of course this is all purely academic. The difference in atmospheric
pressure between sea level and Denver is substantially less than the
accuracy tolerance of a 3000 psi gage. It would never even show up on the
gage.
Sure is interesting to think about it though. I guess that is why most
engineers never got dates while in college. ;)
