I'm only guessing, but I'd bet what you're seeing is an optical illusion.
The video makes it look as though the spindle and tool holder are spinning
at a constant speed, but I'll bet what is actually happening is a lot of
very rapid stopping and starting and coordinated rotation. I imagine the
math behind that is fairly interesting.
