When comparing off the shelf laser scanners to CMM machines, there is no comparision of the resolution. Touch Probe CMM machines are a couple of orders of magnitude more accurate.

We have a Next Engine laser scanner. Not the highest end in the world, but within it's range accuracy is in the ball part with the competition. We can get in the .005 - .010" range of accuracy.

We have a CMM with a Renishaw probe. Very typical of most mid range machines. certified accuracy is 2.3 microns. Could be tighter if we had a more controlled environment for the machine.

So it really depends on the need. But for the guy that asked, I seems he is trying to make an inexpensive CMM simulator not a cheap way to scan. So for his need a touch probe is the same technology as what he is simulating, so probably the best choice.
