Forget building a laser. Even if you get the tube you still need to sort out oxygen.
You can still punch those, you want these: http://toolmonger.com/2009/06/30/hot-or-not-harbor-freight-knockout-punches/, two piece dies. You drill a pilot hole, attach the dies (like a nut & bolt) then use a (big) spanner.
Or this type: http://www.amazon.com/Greenlee-710-Metal-Punch-Diameter/dp/B0020449NS depending on how far in the hole it.

If you check out the Digi-Key part I referenced, you will see the challenge to punch this part. Tooling would be expensive also. So, where do I look for a laser solution. I see on ebay there is x-y tables for less than 500 bucks. I would have to add a z axis. After the table is complete, can you give me a list of components I will need to source in order to complete an entire machine with controls?

In theory 100W C02 would do it, here: http://www.youtube.com/watch?v=PH4MIlFSn_U is a 150W one cutting 2mm. That’s using oxygen to do the actually cut though.
That sort of power is within reach to the adventurous hobbyist, a 150 tube costs around $2,000.
I’d sticking to punching unless someone does laser cutting in your area.

I am curious, what size laser would I need to cut 20 gauge painted steel, Digi-Key item # HM306-ND? I need to cut vent holes in this box.
