Chopper frequency

I'll try 16 kHz and 32 kHz since I have a crystal oscillator for my
interrupt signal I'll just tap off the 4040 chip for the chopper. I have a
heatsink across the four L298 chips with a Pentium II heatsink and fan on
that. It should run cool enough. I'll let everyone know how it works.
