NEC is the shortcut for the National Electrical Code, it is primarily backed
by insurance companies for fire protection, and safety. It sets minimum
standards. By it self it has no teeth, except possibly not getting
insurance. However most states, counties and cities have adopted it as there
law, and therefore it is inforced. Sometimes these bodies add to or make
exceptions to the code as applied locally.
