The only solution I can think of is to get cutters that have a longer
"length of cut".
You need to get some machine tool catalogs to find the full range of
tooling
that is available. Of course, the long, thin cutters are fragile, but
should work
on soft materials.

The category you are looking for will be something like "miniature end
mills".
