No, it means that it is freely available to all people in the US. Since the
internet is international, they will not stop you from downloading it,
but someone outside the US may not get as much support as someone
from within. Since this is a development effort, people outside the US
who ask questions or report difficulties have actually gotten a lot of
support, as the creators of EMC at NIST want as much feedback as
they can get.

As long as you aren't selling your version of EMC as a separate product,
and as long as any notices declaring who wrote various parts of EMC
are not removed, I don't think there is a problem. You could ask
Fred Proctor at NIST ( proctor@... ) for any guidance
on this, as he is the top guy responsible for the project.
