I think Jon's right about just drilling holes yourself. Also remember to
keep the shaft cool while drilling (LOTS of heat can be generated while
drilling!)
If this won't work and you're really stuck on the welding thing, you might
want to try brazing instead. You would apply slightly less heat to the
shaft, and if done right the tensile strength of a brazed joint is higher
than most welds.
Hope this gives you some more ideas.
