It's G20, G21 in the EMC's interpreter. Should G70/71 be added?

Although the EMC doesn't have G28, I thought that its function was just
to send an axis to its home position, not initiate a homing operation
(slow seek, hit the switch, find the index pulse, etc.). Currently to do
a "quill up" on a knee mill, I use a command like:

G53G0Z0.0

Should we add G28, and what should it do?
