Yes, because 'half-step' are indeed half of a full step.
In other words, half stepping splits the full steps into halves.
So, a full step drive is not 'skipping steps', but using the motors
as they were originally designed. Half-stepping drives are putting
the motors in positions halfway between the full steps.

Full step drives are a tiny bit simpler than half step, but not much different.
