Kurt Drawbar Won't work!

Has anyone any experience with diagnosing a problem with a Kurt Power
Drawbar? I hook up air, push the IN and OUT buttons and nothing
happens.
There is only the IN/OUT button, the Impact Wrench part, and a small
air logic module. The problem must be in one of these.
Any help?
