Some hosting providers also refuse to install the FrontPage
extensions on their servers because of the gapping holes it opens
up. This is not so much of an issue lately because (using
UNIX/Apache), the security risk can be limited to just your own web
site.
1. The World Wide Web Consortium (W3C) themselves have an advanced
[X]HTML/CSS visual editor in Amaya available for most major OSes.

2. Software602's ~15MB, but very MS Office-compatible,
Windows-based PC Suite 2001 has a word processor, 602Text, that
produces fairly standard HTML/CSS pages.

3. There are endless site management products, but my usage is
going to be limited to Linux (sorry). Depending on how deep you
want to go, I don't know what would be best for you. If you are
building a production site, I recommend using a full-up
revision/version control system like CVS. WinCVS is a very nice,
GUI client for Windows that will help you maintain not only the
files, but revisioning and differences between updates.

4. As a fall-back, always be sure to checkout Dave Central
freeware/shareware archive for both Windows and, for those of you
using it, Linux. http://www.davecentral.com
