You can use a 5 section hobb in a mill cut to the form of a rack, with the
teeth cut into each section. Make a pass around the entire gear, plus two
teeth.
This will cut an involute accurate enough for everything except the most
critical applications. Also each hobb made this way will cut all the teeth
count for a given pitch.
