We cut splines on a Bridgeport every day. It's simple. It would be even simpler if we used CNC control.

You'd have to add a stepper to rotate the dividing head though.

2 Cents... How about using a the gear that the CAD program produces
to generate a negative image. Use the image as input to a CAM pogram
to CNC mill a single ended fly cutter out of oil hardening tool steel
which can be hardended after cutting. Use the fly cutter with an
indexing head. This isn't an original idea.... I think I saw it
somewhere once...
