No, both signals are needed in order for the drive to determine the
direction of rotation. (the whole point of feedback is that the shaft
may not be doing what the computer expects, so you can't just assume).

You can build a divider with a toggle flip flop per chanel. But it
might be simpler to buy an inexpensive new encoder.
