Frank: We are not talking about "bleeder resistors" here, but a
SURGE-LIMITING resistor between the rectifier and the filter-capacitor.

But on YOUR subject, the only reason for a "bleeder" in a supply less than 65
VDC would be to "empty" the big capacitors which can do "welding-arc damage"
to tools, wires, etc., if something is shorted across the terminals.
