As a gunsmith, I'd like to know the source and documentation of these
"straightest rifle barrels in the world".

If true, obviously they'd have to have some pretty good deep hole boring
drills. Once you have that, all you need is something to turn and guide the
drill and push it thru the stock.

BTW: some of the best and most accurate "machine" work on guns is done by
hand rather than with a machine. Frequently it's faster when done by hand
too.
