encoders are both accurate to 1/8th of a cycle over the entire rotation.
If the error is greater, then they will be out of sync by at least one edge
somewhere during the rotation, getting the doubling logic out of sync.
Now, maybe you could come up with more complex adaptive logic that
would gloss over this problem, but the simple technique of X-oring
