Clearification RE: drilling techniques for plastic to get specific sized hole?

Sorry,
I want the hole just large enough, so I can slide the rod in and out,
but without much play at all...
The hole is large enough for the rod to be *push* in... VERY hard to put
the rod out afterwards...
This is probably due to heat expansion of the plastic while drilling...
Should I be using a large drill? Freezing or heating the plastic?
The plastic is 1 1/2" x 1 1/2" that I'm trying to drill...
